This represents a small percentage compared to the approximately two million ROT and RUT deductions that are handled annually.<\/strong><\/p>\n\n\n\n<p>According to Applia Sweden, the trade association for white goods manufacturers and importers, the current system is insufficient to achieve the goal of increased circularity. In its 2023 report, Applia points to several obstacles:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Limitation on labor cost<\/strong>: Only the labor cost is deductible, which means that costs for spare parts and transportation are not covered.<\/li>\n\n\n\n<li><strong>Geographical challenges<\/strong>: In sparsely populated areas, where long travel distances are common, non-deductible transportation costs can be significant and discourage the use of repair services.<\/li>\n\n\n\n<li><strong>Restriction to home<\/strong>: The RUT deduction only applies to work carried out in or close to the home, which excludes repairs carried out in a workshop.<\/li>\n<\/ul>\n\n\n\n<p>Current rules mean, for example, that of an average repair that costs around SEK 3,000, the deductible part is only around SEK 600, the remaining costs consist of spare parts and travel time\/service car. Only the cost of work that takes place at home is deductible, which means that of the SEK 600, the consumer receives around SEK 200 in RUT deductions.<\/p>\n\n\n\n<p><strong>\u2013<\/strong> Our assessment is that consumers save their RUT deduction for services that largely consist of labor costs, such as cleaning, says Matts Sp\u00e5ngberg, CEO of APPLiA.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Applia&#039;s proposed changes to the design of the RUT deduction<\/strong><\/p>\n\n\n\n<p>To increase incentives for repairs and thereby promote a circular economy, Applia proposes the following changes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Increase the maximum amount<\/strong> for the RUT deduction to <strong>SEK 75,000<\/strong><strong>,<\/strong> as has been previously suggested in investigations.<\/li>\n\n\n\n<li>Let the RUT deduction <strong>also apply to<\/strong> <strong>small household appliances<\/strong> (e.g. coffee makers, toasters) \u2013 not just larger appliances \u2013 and review the list to include more products.<\/li>\n\n\n\n<li>Allow to <strong>repairs made outside the home<\/strong>, for example in a workshop, are also covered by the RUT deduction.<\/li>\n\n\n\n<li>Let <strong>transportation costs from home to the workshop<\/strong> be included in the deduction \u2013 for both small and large household appliances.<\/li>\n\n\n\n<li>Count <strong>the service technician&#039;s trip to the customer&#039;s home<\/strong> (so-called cancellation costs) in that which gives the right to RUT deductions.<\/li>\n\n\n\n<li><strong>Reduce bureaucracy<\/strong> in the system instead of making it more complicated.<\/li>\n\n\n\n<li><strong>Introduce or evaluate the possibility of reduced VAT<\/strong> for repair services \u2013 it could make the system simpler and reduce the administrative burden.<\/li>\n<\/ul>\n\n\n\n<p>Applia believes that these changes would make it more financially attractive for households to repair their appliances instead of buying new ones, which would contribute to reduced environmental impact and promote more sustainable consumption.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.svt.se\/nyheter\/lokalt\/stockholm\/okanda-rutavdraget-fa-utnyttjar-att-laga-sina-vitvaror\">See the news report in SVT<\/a>.<\/p>","protected":false},"excerpt":{"rendered":"<p>Trots att RUT-avdraget f\u00f6r vitvarureparationer inf\u00f6rdes 2017 f\u00f6r att fr\u00e4mja h\u00e5llbar konsumtion, visar ny statistik fr\u00e5n Skatteverket att endast cirka 88 000 avdrag gjordes under 2024, n\u00e5got SVT lyfter.
